The Department requires all specifications to be prepared using NATSPEC. NATSPEC is published and distributed by Construction Information Systems https://natspec.com.au/

Consultants are required to subscribe to NATSPEC and must nominate their subscriber number on the title page of the tender document.

DoE specific clauses

The EFSG Specification Guide must be referred to when preparing specifications for school projects. The EFSG Specification Guide contains specific clauses that must be added to the project specification, not limited to the following examples :
  • The requirement for Field Data and Asset Data surveys
  • Prequlified suppliers for floor coverings
  • Technical Specifications specific materials and finishes 
  • Drawings of  standard components and details

General Conditions of Contract

The following standard form documents are the basis for the preparation of contract documents for all school building projects and are to be used in conjunction with the EFSG Specification Guide when preparing tender documents.

  • GC21 Construction Contract for all projects over $1,000,000, and other contracts where the complexity of contract requirements makes the Minor Works Contract unsuitable;
  • Minor Works Contract for other projects under $1,000,000 where contract requirements are not complex;  and
  • Mini Minor Works Contract for contract works under $50,000.

Confirm with the DOE Program Management Office which contract will be used for the project.

Preparing a Specification

5.1 Technical Specification Guide Sections
 
The EFSG Specification guide is intended to complement NATSPEC by providing clauses for items specific to Schools.  The sections consist of DoE school specific requirements in the form of amended NATSPEC clauses, or additional clauses, complete with guide notes for use in school building project specifications.
 
To avoid the use of inaccurate material, specification writers should not reuse material from old or previous specifications. 
5.2 Selection of Clauses
 
Select only those clauses that are relevant and do not amend clauses unless it is necessary to suit a particular requirement of the project. 
5.3 Format
 
All specifications are to be prepared using the same format and template as NATSPEC
5.4 Section Numbering
 
Worksections in the Project Specifications should be numbered in accordance with NATSPEC Standard format.
5.5 Page numbering in each section
 
Pages in each section are to be numbered separately.
5.6 Hardcopies
 
If requested ensure project specifications are capable of being printed in volumes with the total number pages not exceeding 400 per volume.  Allow for secure side bounding with item numbering and all references clearly indicated.

Drawings and Resources

Consists of standard drawings of components and standalone manuals which should be included as an appendix to the project specification.

Refer the Drawings and Resources to determine those applicable to the project.
